Child Safety Standards

Harbor (operated by The Harbor Network) is a community social app for people ages 13 and older. We prohibit child sexual abuse and exploitation (CSAE), including child sexual abuse material (CSAM). These standards describe how we prevent, detect, remove, and report CSAE on Harbor.

This page is our publicly published child safety standards for app store and legal compliance (including Google Play’s Child Safety Standards policy). It should be read with our Terms of Service and Privacy Policy.

1. Zero tolerance

Harbor does not allow:

• Any sexual content involving minors (anyone under 18), including CSAM and child sexual exploitation
• Grooming, solicitation, or attempts to engage minors in sexual activity
• Sharing, requesting, or linking to CSAM
• Accounts used primarily to target or exploit children

Violations may result in immediate content removal, account suspension or termination, and reporting to relevant authorities when required by law.

2. Age eligibility

You must be at least 13 years old to create an account or use Harbor. Harbor is not directed to children under 13. We do not knowingly collect personal information from children under 13. If we learn that we have, we will delete it. See our Privacy Policy.

3. In-app reporting

Users can report posts, profiles, messages, and other content that may violate these standards or our Terms, including child safety concerns, using Harbor’s in-app report tools. We also accept reports by email at [email protected].

When you report, please include as much detail as possible (links, usernames, screenshots, and timestamps) so we can investigate quickly.

4. Review, removal, and enforcement

• We review reports of child safety violations as a priority.
• We remove content that violates these standards when we become aware of it.
• We may suspend or permanently ban accounts that create, share, or solicit CSAE.
• We may preserve records as needed to investigate and comply with law.

5. Reporting to authorities

Where required by applicable law, Harbor reports confirmed CSAM and related child exploitation to the appropriate regional or national authorities (for example, in the United States, the National Center for Missing & Exploited Children / NCMEC CyberTipline, and other competent authorities as required).

If you believe a child is in immediate danger, contact local emergency services first.

7. Ongoing improvement

We continue to improve reporting tools, moderation workflows, and staff processes related to child safety. These standards may be updated; the effective date above will change when we do.
